Chan et al. Several congestion control algorithms, including slow-start, congestion avoidance, fast retransmit, and fast recovery, have been implemented in TCP. A new TCP connection starts from slow-start phase. In slow-start, the value of cwnd is incremented by one whenever the sender receives an ACK, until it reaches the slowstart threshold (ssthresh). After cwnd reaches ssthresh, the phase of TCP sender turns into congestion avoidance. As long as non-duplicate ACKs are received, the cwnd is additively increased by one every round-trip time (RTT).
